It was agreed by both St Germans Parish Council and the Commune of Plouguerneau that the "official" signing of a Charter of Association be signed in the ancient cathedral of Cornwall at St Germans. To be followed in 1993 with a duplicate ceremony in Brittany
On 27th January during the public participation session at the start of the Parish Council meeting Terry Porter now the second chairman spoke of reciprocal visits to and from by our "twin commune" while County Councillor Tony Lister spoke in favour of twinning with family hosts.
At that meeting Mrs Yvonne Byles still chairman of Parish gave the Council arsumeof the forthcoming celebration
The Council agreed to pay for four copies of the charter which was to be produced by Jeannie Skuse in four languages.
The Council will contribute to new village signs at a cost of £93.30
The Council will give £200 as souvenirs for parish children
All councillors and their partners will /are invited to the official dinner on Thursday 23rd April along with the Maire of Plouguerneau and his councillors, our County Councillors and the Chairman of the Twinning Committee for Cornwall Mrs Ernestine Jones.
The will be an aaplication to close the road to vehicular traffic during the procession to the church

A long procession of dignatories, councillors and parish folk from many organisatios like the Guides, The Womens Institutes The Residents Associations, The Schools and the Churches plus numerous private individuals filed into the Church at St.Germans for a dedication service led by the Rev Stephen Coffin after which the Charter was signed by Maire le Ven, Mrs Byles ( Chairman of Parish) Jo Le Gad and Terry Porter ( Chairmen of the Twinning Associations)
From the earliest days Plouguerneau members were acknowledged as experts in the Twinning procedures and the St Germans and District Association were content to follow their lead in all matters of protocol etc The Commune of Plouguerneau had in 1990 won the Prix d'Europe for their long standing jumulage/partnerschaft with Edingen Neckarhausen of Germany. This was a singular honour for such a small community. Previous winners had been large towns and cities
Constitution
1. The name of the Association shall be "St Germans & District Twinning Association"
2. The aims of the Association shall be :-
a) To promote and further friendship and understanding between the people of St Germans & District and those of Plouguerneau in Brittany and those of any other towns with which the Association may later form Links.
b) To encourage visits by individuals and groups to and from the linked communities, particularly by children and young people, and the development of personal contacts, and by doing so broaden the mutual understanding of the cultural, recreational, educational and commercial activities of the linked parties.
c) T organise fund-raising activities to foster the aims of the Association.
3. Membership sahll be open to all.
4. The affairs of the Association shall be conducted by the Management Committee consisting of five officers plus twelve members, one of whom shall be , ex officio, the Chairman of the Parish Council, and there will be one representative from each of the two schools: the remaining seven are to be elected by the Association being broadly representative of organisations, associations, clubs and individuals of St Germans District.
a) The Committee shall have the power to co-opt, and co-opted members shall have the poer to vote.
b) The Quorum shall be five members.
c) The Committee shall have the power to set up sub-committees which shall have the power to co-opt to their membership, with the power to vote.
d) No officer shall hold the same post for more than three consecutive years.
e) Officers shall resign in rotation so that all do not resign at the same time.
5. The Committee and officers shall be elected at the Annual General Meeting of the Association. The Association shall appoint a Chairman, a Vice Chairman, an Honorary Secretary, an Honorary Assistant Secretary, an Honorary Treasurer and such other officers as it deems necessary, including an Honorary Auditor.
6. The Chairman of the Management Committee, the Honorary Secretary and the Honorary Treasurer shall be ex officio members of all sub-committees.
7. The Management shall call an Annual General Meeting in November each year, giving each member at least fourtenn days notice in writing.
8. Voting at the AGM shall be as follows:-
a) Only members present shall be entitled to vote.
b) Each individual member shall be entitled to one vote and each family or corporate member shall be entitled to two votes, provided that two members of that family or organisation are present at the meeting.
c) The Chairman shall have the casting vote.
9. A Special General Meeting of the Association may be called at any time on a written request signed by at least twenty members of the Association and delivered to the Honorary Secretary, containing details of the matter to be discussed. At least twenty-eight days notice must be given.
10. Audited accounts to the 30th September of each year shall be submitted to each Annual General Meeting.
11. All monies received on behalf of the Association shall be kept in safe custody by the Honorary Treasurer and all cheques drawn on the Association's account shall be signed by any two of the Chairman, Honorary Treasurer or Honoraray Secretary.
12. All subscriptions shall be determined at the AGM and be payable within two months thereof.
13. Amendements to the Constitution shall only be made at the AGM or at a Special General Meeting. Notice of the proposed amendment shall be given to the Honorary Secretary at least twenty one days before the meeting and details shall be given in the notice convening the meeting. No such amendment shall be carried, unless not less than two-thirds of the members present, and voting, at the meeting vote in favour.
14. In the event of the dissolution of the Association, all surplus funds shall be transferred to and vested with the Parish Councils of St Germans and Deviock in equal shares, to be used on some future occasion to foster good relations between these Parishes and a similar communities in Europe.
